Texas Residency Generally, applicants who have resided and been employed in the state of Texas for 12 months prior to the time of enrollment are considered Texas residents for tuition purposes. Foreign nationals who hold F-1 or any other temporary visa are considered non-residents and are required to pay the non-resident tuition charges. Texas Residency would not apply to an individual whose residency in Texas is primarily for the purpose of attending an educational institution and who is not otherwise classified as a resident student as provided in the rules and regulations adopted by the Texas Higher Education Coordinating Board.
